Foreign Office, May 1, 1907.

I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 24th ultimo on the subject of the protection of trade-marks in China.

It appears that the Manchester Chamber of Commerce have somewhat misunder- stood the sense in which the words " extra-territorial rights were used in the last paragraph of the letter from this Office of the 6th instant.

The Chinese Government during the course of the negotiations endeavoured to introduce words into their proposed Trade-Marks Regulations which would have given jurisdiction to a Chinese Court in some cases which, under the present system, would be heard in the Courts in China of the various Treaty Powers. To such a change His Majesty's Government could not agree.

The Chamber will understand from this explanation that the passage quoted in their reply did not refer to the "claims based on foreign registration and use."
